Description:
Hei dresses in the style of a classical detective, albeit without the fedora. His entire black clothing supplementing his sharp and care-free appearance. His clothing consists of a black coat, a black vest, black tie, black sunglasses, a white scarf, black Oxfords, black pants, a white collar shirt and he even has two black M1911 Colt .45 pistols strapped within his coat. A strong indication that he in fact, likes the colour black, mostly due to the nature it has associated with Elites of an army.
By physical build, Hei is very muscular, but to a fair point that he'd appear slim. Due to his physique, he can in fact pull off many techniques off from a martial art known as Wing Chun. His hair happens to be black, whilst his skin is yellowish white, his eyes on the other hand are brown. Other than that, Hei is a generic Chinese man with many traits associated with an Asian. He has the looks of an action-movie star from a Kung Fu flick, and he even has the moves to back it up.

Carefree, intelligent, curious and tenacious. Those are ways to describe how Hei Gui is, especially the way his peers see him. Often seen as a careless individual, he invites the scorn of all those who share his interests, since he appears unmotivated. Although, once the situation gets serious, he would drop this facade to reveal a very serious demeanor that would throw many off course from confusion.
Another thing to note is that he has a very brash attitude in battle, often getting over himself. This isn't arrogance in any way, but simply a reasonable confidence, since his skill as a gunman was never questioned, and always precedes the reputation. This although annoys him since he doesn't like reputation to be the basis of his interactions with others. Although it does despite his protests, and because of that, he generally tends to be annoyed, but not to a high extent it'd show.
He does have an unending curiosity for mysteries, driving him to try to solve it no matter what the odds are, yet he does it successfully, most of the cases he cracked was due to the fact he never gave up when everyone used to simply drop it. His curiosity was also a dangerous thing to him, since it would also put him in danger of getting killed since some groups don't want him to know things that he shouldn't be knowing. Yet, because of his status as a Dai Li, he would have clearance to do so. Overall, he is pretty much a jack-of-all-trades, being honest, straightforward, and maintaining a relaxed demeanor.
The quirky thing about Hei is that he has a love for the typical John Woo movies, taking all of his inspirations from it, and often driving ahead with those inspirations. Those were what has shaped Hei's morals in the world after he has left a troubled past behind. Basically making him one of those typical Kung Fu action heroes. Another one of his quirks is that he has a blatant dislike of using Knightmares and fighting with others, often preferring to go all on his own without anyone to hold him back, since he dislikes having a burden at hand. Something that can prove rather fatal to him.
History:
Much of Hei's past has been clouded in mystery, his name isn't even true. It is all but an alias he used to have. His released records was that he was an enthusiastic young man who joined the army at the age of 16, training to be one of the Black-ops. The few units within the Chinese military who actually were good fighters relying on quality rather than quantity to their advantage. In order to hide any details that might compromise the security of all Black-ops operatives, they were all issued names based on their skills within battles. One of them was given the pseudonym of Hei Gui; Black Ghost. This was used as a result of Hei's skills, being able to kill off anyone.... and yet not one living soul saw to tell the tale of his brutality. Allies excluded of course. All due his skills with silenced pistols, it has made him a legend among the soldiers, the Black-ops soldiers that is, not to any other personnel.
Although, throughout the whole time, Hei was bitter about the killings he had to do, remorseful and regretful. He was looking for any excuse to leave the Black-ops since he can't simply quit like that. The reason was because he was never sent on a mission to kill enemy soldiers as he was trained to do... but rather, kill off an entire village housing Communist rebels. Women, children were included in this slaughter, fueling Hei's sorrow of what he has done.
His chance to abstain from needless violence came up when he was offered a spot within the government as a lowly official at first. He was content with this, since he never had to use a gun again to kill another person again. Eventually, due to a High Eunuch reading Hei's folders, he learnt that Hei Gui was an ex-Black-ops member. Due to that, Hei was offered a chance to be a part of the Dai Li. Refusing at first, he had to endure a constant pressure from his work place as an official as paperwork stack up, all due to the Eunuch telling everyone to add up his workload and have him work overtime. Not all of these efforts were wasted as Hei learnt a valuable skill; detection.
After sometime of working tiredly, Hei eventually succumbed and submitted, accepting the offer to be a part of the Dai Li, but only as a detective. This way, he doesn't need to induce any sorts of brutality, and he can actually distribute justice quite fairly.
This worked out well for him as he had a chance to experience the closest thing to inner peace as possible. From time to time though, some cases pop up that he reminds him of his times within the military. Mostly political cases when rebels hiding in cities and etc. are involved.
It would be many years later that Hei would serve in the Dai Li, that he would gain enough experience to actually be considered a good detective. Having cracked many, many cases thanks to his ingenuity. Earning himself the nickname of the "Fail-proof detective" in order to merit those achievements. Although, he does feel a brooding storm cooking up as he was called to his latest assignment in assisting with another investigation, although from the gut feeling he has, Hei knows this one is a big-time investigation.
Goal or Dream:
To simply stay as far away from the military as possible, and attain a more peaceful life. Preferably that of a monk within a mountain, or a hermit in a place where there is no conflict.

"Women..." Anderson thought, apparently his ingenius plan has some flaws to it... such as a degree of pain and a threat to his life... or more specifically, his throat and his ability to father children... not something he would want to lose in any day. Just as the saying goes; "Hell hath no fury like a woman's scorn." That thought comes to mind when describing Aoi, someone with a short temper fuse.
“I suggest you get down on your hands and knees and beg for forgiveness from damnation, dude... That is, of course, unless you fancy being unable to bear children.”

Just another opportunity to use as a distraction. At least now he is out of Sakura's grasps and in her grasp, that was until he was grasped, finding his face against the mud along with a few bruises from the smacks he had to endure from the unruly division captain. From the looks of it, that was the most merciful of things Aoi can do, especially the way the Commander in Chief words it out.
Suddenly, Anderson stood up, before dropping down on his knees in a position that would most people would associate with groveling. His fingers interlock to each other as he would incline his head often to the one known as Aoi.
"Oh please oh please, do not hurt me, O'great Akuma," Anderson said, mostly learning her name because Sakura pronounced it at some point, "I beg for your forgiveness, O'great and powerful one, I will do anything to make it up to you, ANYTHING!"
Just as he would attempt distract Aoi and Sakura with honied words, there was a sudden smirk that extended to him as suddenly. In front of the two, Anderson's hands would gather dust, tossing it in the air as it would scatter towards their eyes. Perfect way for an escape with some time bought.
With every steps undertaken for his escapes, Anderson soon stood up from his position, suddenly turning around as he would zip past Sakura. For an astonishing reason, Anderson seems to be faster than he would physically seem to be. His stamina showing to be higher than he would let on. The doctor simply sprinting his way to what is infront of him; the lake.
Just to take his revenge, the doctor stopped midway from the lake, turning around. His hand reaches for the inside of his shirt, inserting it before it exits, along with it was a pistol, the same pistol he shot Aoi with.
Pointing that pistol, that doctor quickly popped several rounds. The slide of the Mauser retracting back as the shells exit, whilst the bullets eject from the tip of the barrel, going in a barrage as multiple bullets would speed towards the two. Some were heading towards their targets, most others weren't, they were more prone to missing.
"Click, click, click" was the sound the gun produced as Anderson squeezed the trigger of the pistol some more, until realizing futilely that he was actually out of bullets. With that thought out, at least now that revenge has been done and all of the hostilities are out of the way, now the good doctor can tuck-tail and run... perhaps get some tea on the way back home.
Running once more towards the lake, Anderson reached the edge to the water after making his way past several Black Knights who were too incompetent to hold him in place. He leapt into the water without even a word or a taunt since there shouldn't be any waste of time when escaping their captors... and in doing so, the wily doctor escaped, doing everything ever so dirtily.
Once he dived headfirst into the water, Anderson simply disappeared like that. It is in everyone's best speculation that the man probably got away by then... and it is correct on that assumption. Phillippe actually already made his way far from the lake by then, having just gotten away like that, giving testament to his ingenuity.
